บทคัดย่อ	Different countries experience different labour market needs and it is one of the tasks of social dialogue in Asian and Pacific societies to find the optimal blend between the national and migrant workforce. Whatever the outcome of that dialogue may be, proponents and opponents at the international level agree on at least one point: Everyone will only benefit from orderly migration. This implies that the exploitation of regular or irregular migrant workers is never an option.
